Summary

The Common Core State Standards Initiative sought to make expectations in English language arts (ELA) and mathematics more consistent across participating U.S. states. This lesson traces the movement’s background, how the standards were drafted, and how states adopted or reconsidered them.

During the 1990s, a movement grew to establish educational standards that would identify what students should know and be able to do at each grade level. It also called for ways to determine whether students were meeting those expectations. The 2002 No Child Left Behind Act required states to set standards in ELA and mathematics. Some states wrote new standards, while others divided existing grade-band expectations into grade-specific ones.
